When a person dies, your life is balanced on the scales. If you have performed badly in life then you will be sent to hell to make up for the wrong doings in life before you are able to reincarnate. If your scales balance, then your dice are rolled, your memories are wiped and you begin your new life. If you have done well in your life and the good outweighs the bad then you are given another change all together.
You are brought into the afterlife and given a book with 10 blank dossiers and retain the memories from your last incarnation. Each dossier represents one aspect of the dice roll that you can re write. Only within reason. You may rewrite that aspect of your life to be only slightly better than the dice have rolled. That is, rather than living on the streets, you may be living in a modest home etc. The aspects that you can adjust are randomized. Level 1 for one shinigami may be finances and love for another.
Only when you reveal the person on the dossier may you see what your re-roll choice is. You can stop at any time before you reveal. Once the person on the dossier is revealed, you must follow through with your mission to lead them to their death and bring them to the afterlife. Each dossier shows the person's image, their history and their expected death date. The date is not set. There is a soft expectancy and a hard deadline. The shinigami may choose where the death falls within those two dates but the method of death and location is set.
There are only a few hard rules as a shinigami.
1) Once you reveal your target, you must complete the mission.
2) Only the shinigami holding the dossier may complete the mission.
3) If you do not meet your deadline, each additional year it takes (rounded up) to meet the deadline is 10 years in hell.
4) Any time a deadline is passed, a higher level shinigami may question you and take further action if they don't believe you will accomplish your mission.
5) If another shinigami takes your dossier they may take all of your rerolls for their reincarnation The rerolls don't stack but if your roll for one stat is higher than theirs, they can sub yours in.
Asides from that, anything else is fair game. Shinigami may reveal themselves to their target. They can reveal themselves to other people but they can really only link to one person at a time. They can't reveal to a crowd. They may affect the world around them. Each shinigami has their own set of abilities that they can use to carry out their missions.
If a Shinigami reaches and completes level 10, they can choose to be reincarnated with their memories in tact if they wish to keep them. They may also choose to remain as a shinigami monitoring others and can reincarnate at any time they wish to move on. When they choose to move on, they must hand in their book.
