Set in modern Japan. 

When a person dies, your life is balanced on the scales. If you have performed badly in life then you will be sent to hell to make up for the wrong doings in life before you are able to reincarnate. If your scales balance, then your dice are rolled, your memories are wiped and you begin your new life. If you have done well in your life and the good outweighs the bad then you are given another change all together. 

You are brought into the afterlife and given a book with 10 blank dossiers and retain the memories from your last incarnation. Each dossier represents one aspect of the dice roll that you can re write. Only within reason. You may rewrite that aspect of your life to be only slightly better than the dice have rolled. That is, rather than living on the streets, you may be living in a modest home etc. The aspects that you can adjust are randomized. Level 1 for one shinigami may be finances and love for another. 

Only when you reveal the person on the dossier may you see what your re-roll choice is. You can stop at any time before you reveal. Once the person on the dossier is revealed, you must follow through with your mission to lead them to their death and bring them to the afterlife. Each dossier shows the person's image, their history and their expected death date. The date is not set. There is a soft expectancy and a hard deadline. The shinigami may choose where the death falls within those two dates but the method of death and location is set. 

There are only a few hard rules as a shinigami.
1) Once you reveal your target, you must complete the mission.
2) Only the shinigami holding the dossier may complete the mission.
3) If you do not meet your deadline, each additional year it takes (rounded up) to meet the deadline is 10 years in hell. 
4) Any time a deadline is passed, a higher level shinigami may question you and take further action if they don't believe you will accomplish your mission.
5) If another shinigami takes your dossier they may take all of your rerolls for their reincarnation The rerolls don't stack but if your roll for one stat is higher than theirs, they can sub yours in. 

Asides from that, anything else is fair game. Shinigami may reveal themselves to their target. They can reveal themselves to other people but they can really only link to one person at a time. They can't reveal to a crowd. They may affect the world around them. Each shinigami has their own set of abilities that they can use to carry out their missions.

If a Shinigami reaches and completes level 10, they can choose to be reincarnated with their memories in tact if they wish to keep them. They may also choose to remain as a shinigami monitoring others and can reincarnate at any time they wish to move on. When they choose to move on, they must hand in their book. 

Background

Seiichi was born in Shin Osaka and was raised there and eventually also died there. He's a good boy. The child of two doctors, he also aspired to be a part of the medical industry but going into the same field didn't interest him. Instead, he became a paramedic. He liked to be on the front line. Running to assist people in their emergencies and making sure they got taken care of to the best of his abilities. He loved his job and he loved his life.

He was actually quite lucky in all aspects of his life. He got easy grades in school and even met the love of his life quite young. People laughed at them but he got engaged to Kana when they were in their final year of high school, remained faithful to each other through university and eventually go married just as he gained his qualifications. They weren't ready to have children quite yet and decided to just enjoy their lives while they were young. 

He was able to work as a paramedic for a few years when at the age of 23, he died in the line of duty. Seiichi was called onto the scene of shooting victim. As he was assisting, the shooter returned to the scene and managed to get past the police. He managed to get the victim to safety but not before he was shot fatally himself.

After he passed, the scales balanced in his favour and his love for Kana was strong enough that he wanted to work hard enough to retain his memories for when he eventually decided to reincarnate. Seiichi worked hard to get through the first 9 dossiers. He had some really tough cases but persevered through them so that he could keep her memory with him. 

It was when he revealed his last dossier that he realized his error. Before him, was the very face of the person that he had been working hard to keep the memory of. Until now, he had avoided seeing her to keep his own memory of her alive. By now, he knew she would have moved on with somebody else and he had wanted her to. He just didn't want to see it. But now, he didn't have a choice.

Or did he have a choice?

He read her dossier very carefully. She did move on and she found another love but she refused to have children. She still had a place in her heart for Seiichi and visited the location where he died each year on the anniversary of his death. She still wore their wedding ring around her neck. The dossier gave him a deadline of 1 - 4 years. She would be between 35 - 38. Her location of death would be a restaurant nearby his location of death. 

He couldn't let that happen. He watched her quietly. Year after year and paying close attention to her around the anniversary of his death. Up until her 38th birthday, he watched her intently. And then he made his decision. He would never finish his dossier. He would wait until she was old enough and had lived long enough. He would also protect his dossier so that nobody else would ever finish it. He would save her soul and protect her with everything he had.

He knew his location of death was very out of her way. He would only need to keep an eye on her around that time each year. The first few years were quiet easy. The upper management still viewed him as quite capable. He was just having a hard time with this one. A number of years in hell would be nothing. He would get through it. 

As the years went by, they became less trusting. They started hunting him down. A few different ones at a time. A few who managed to catch him, let him go. Some others he fought them to their end. The ones that fought him particularly hard, he took their dossiers and forced them to reincarnate as completely randomized dice rolls. It was their own fault for coming after him.

Slowly, he began to change. He wasn't the happy, easy going and diligent soul he started out as being. Hie heart hardened. He became reckless for all the other days of the year. He sought out satisfaction with the people on the dossiers he stole. Some dossiers he tossed to new shinigami when he got bored. The better ones, he kept in his book. When it was time for Kana's reincarnation, he needed them so that she would get the best outcome for her next life. 

Everything was for her. Unless someone would be able to break through to him, everything is always just for her.
